展开全部目前，宅基地使用过户操作程序如下：审查证件，情况调查，测量尺寸，填写报表，上报审，发证。变更基本条件：1、申请人户口必须在本村。2、申请人户口必须是农业户口。3、申请人及家属必须没有宅基地使用证。需提交资料：1、户口簿原件、复印件、身份证复印件一份(A4纸)。2、当地公安局派出所的证明。3、申请书一份、委托书一份。4、宅基地使用权登记表。5、原土地登记卡二件，原宅基地使用证原件。6、更正后填写的土地登记卡三张。根据中华人民共和国物权法、中华人民共和国土地管理法、中华人民共和国土地管理法实施条例等国家法律法规的规定，户口在农村的村民符合要求的可以申请宅基地，但不准买卖。若是申请宅基地建房确权后，同一社区的成员可以买卖过户，也就是说宅基地不能买卖，但上面建的房屋可以买卖给同一社区的成员。首先你家盖房子后是否申请了建房许可证、办理了房权证，如果没有办房权证带着身份证明、建设规划许可证、宅基地使用许可证、验线书、确权审批表，到房屋所在地派出所出具房屋座落证明；之后带着所述证明材料到房管部门下设的测绘公司申请测绘，出具测绘图；到房管部门受理窗口申请办理，房管部门受理、审批核准后，缴费取证；以上步骤办理完毕，或者你们有房权证双方就可以进行交易过户了。已赞过已踩过你对这个回答的评价是？评论

需要受让方也是宅基地所属村委会农业户籍，双发一起到村委会申请办理过户手续，公示后，全村三分之二通过，再由村委会办理过户，《房屋登记办法》：第八十六条房屋所有权依法发生转移，申请房屋所有权转移登记的，应当提交下列材料：（一）登记申请书；（二）申请人的身份证明；（三）房屋所有权证书；（四）宅基地使用权证明或者集体所有建设用地使用权证明；（五）证明房屋所有权发生转移的材料；（六）其他必要材料。申请村民住房所有权转移登记的，还应当提交农村集体经济组织同意转移的证明材料。农村集体经济组织申请房屋所有权转移登记的，还应当提交经村民会议同意或者由村民会议授权经村民代表会议同意的证明材料。第八十七条申请农村村民住房所有权转移登记，受让人不属于房屋所在地农村集体经济组织成员的，除法律、法规另有规定外，房屋登记机构应当不予办理。
